Voters Approve $2.5 Million in CPC Projects Including Ball Field Lighting and Housing

Key Points

  • $1.175 million approved for lighting and scoreboards at MHS ball fields
  • $250,000 allocated for a Habitat for Humanity affordable home on Route 3A
  • $25,000 approved to create a new Housing Community Development Corporation
  • Total project appropriations exceed $2.5 million

Article 17, which bundled ten diverse projects funded through the Community Preservation Act, passed Town Meeting after significant discussion on recreation and housing. The most substantial appropriation was $1.175 million for Phase 2 of the Marshfield High School ball fields, which includes new lighting and scoreboards. Resident Rachel Tabello supported the project, stating it would finally bring Marshfield’s facilities in line with neighboring towns.

The article also authorized $250,000 for a Habitat for Humanity affordable home on Route 3A and $25,000 to create a Community Development Corporation (CDC) for the Marshfield Housing Authority. Housing Authority representative Carrie Richardson explained the CDC is necessary because state law prevents the Authority from developing new housing directly. The Habitat for Humanity project faced scrutiny over local preference rules. Larry Keane questioned if the home would truly benefit Marshfield residents, but Town Planner Karen Horn clarified that under state regulations for single-unit projects, the standard 70% local preference rule is mathematically impossible to apply.

Other approved projects included $250,000 for Cedar Grove Cemetery and $31,000 for chapel repairs. Despite concerns from some residents about accountability and the lack of local preference for housing, the hall voted to approve all ten projects listed in the article.

Motion: To appropriate funds for the 10 projects listed in Article 17.
