Sewer Bylaw Updated to Limit Lots to One Connection, Protecting Capacity

Key Points

  • The bylaw formalizes a standard of only one sewer connection per residential lot.
  • Secondary units (ADUs) will be required to share the primary home’s existing sewer line.
  • The change is intended to preserve the capacity of the town’s sewer infrastructure.

Town Meeting voted to amend the general bylaws regarding sewer connections to formalize a one connection per lot standard. The change is primarily intended to align the town’s infrastructure policies with recently adopted policies regarding Accessory Dwelling Units (ADUs).

Town Engineer Matt Kinland explained that while this has been a long-standing practice, formalizing it in the bylaws ensures that ADUs must piggyback on a property’s existing sewer service rather than creating a new, independent connection to the main line. This bylaw change... formalizes a one connection per lot standard that aligns with our newly adopted ADU policy, Kinland said. The measure is designed to protect the town’s sewer main capacity and prevent infrastructure strain.

Some residents raised concerns about whether the change would affect the buildability of landlocked or currently unbuildable lots. Building Commissioner Andrew Stewart clarified that a sewer connection is only one of many factors determining if a lot can be developed, and this bylaw change does not override existing zoning or environmental restrictions.
