Proposed Demolition Delay Expansion Fails After Concerns Over Bureaucracy

A bid by the Historical Commission to expand its oversight of renovations to older homes failed at Town Meeting. Article 34 sought to amend the Demolition Delay bylaw to include Historical Commission review of exterior renovations for homes at least 75 years old.

Cindy Castro of the Historical Commission argued that the change was necessary to preserve the town's character when owners add onto historic properties. However, Building Commissioner Andrew Stewart expressed concern that the language of the article was overly broad, potentially capturing minor exterior permits. The language says all permits including exterior renovations... it would be burdensome, Stewart noted.

The Advisory Board also opposed the measure, with Peter Simmonelli warning it would create an administrative burden and delay routine projects. Following a discussion on the potential impact on homeowners, the motion failed to carry a majority.
