Marshfield Adopts Stricter Stormwater Management Bylaws to Meet Federal EPA Regulations ####

Voters approved Article 29, which completely overhauled the town's stormwater management bylaws. Matt Kin of the Marshfield DPW Engineering Department explained that the update was necessary to bring the town into compliance with current Environmental Protection Agency (EPA) standards. The town worked with consultants Tighe & Bond to draft the language, which mirrors state models and those adopted by neighboring communities.

Emily Serbo of Tighe & Bond clarified that the new bylaw prohibits pollution from entering storm drains and creates a permitting process for new developments that disturb more than one acre of land. We set the permit threshold at one acre of land disturbance as not to overly burden residents, Serbo noted. The Advisory Board recommended approval, noting that the previous bylaw from 2007 had fallen out of compliance with federal regulations.

Motion: The board of public works moves that the town vote to amend the Marshfield Town Code Division 2 general bylaws chapter 246 storm water management by adding a new proposed chapter 246 storm water management as set forth in article 29 of the October 20, 2025 special town meeting warrant.
