Town Meeting Approves Creation of Finance Director Position to Centralize Management

In a move to modernize municipal governance, Article 22 was approved by Town Meeting voters, authorizing special legislation to establish a Finance Director for the town. The position is intended to improve coordination across Marshfield’s various financial departments, a step recommended by the Department of Revenue as a municipal best practice.

Select Board member S. Darcy advocated for the change, comparing the current fragmented town structure to a football team where the offensive coordinator lacks authority over individual position coaches. That's the fragmented structure that we have right now in our town charter, Darcy said. And what that leads to is it leads to gaps in communication. It leads to duplication of effort and it can lead to errors. Advisory Board member J. Martin supported the move based on corporate experience, noting that flat organizations often struggle with productive decision-making.

The proposal faced opposition from residents concerned about the town’s ongoing fiscal challenges, including a projected multi-million dollar deficit for FY27. Resident A. Senate argued that adding an administrative position does not solve the underlying problem of relying on one-time revenue for recurring expenses. S. Lynch compared the new role to the previous creation of a facilities manager, which he noted grew from a small line item into a million-dollar budget. Despite these concerns, the majority of voters supported the centralized structure.
